On enabling prewarmed encoder pool

On this page, requirement section says

As running pools generate costs even if not utilized, they have to be enabled by our team.

What “enabled by out team” does mean exactly?
The following sample code in that page implies that pool can be started via API.
Do I need to ticket “request to enable pool” after starting pool?

As outlined in our documentation, the Pre-warmed Encoder Pool feature does incur additional charges for encoding, as detailed in our Encoding Calculation Methodology under section 11. Prewarmed Encoder Pools.

To prevent any unexpected costs, we will activate this feature individually for your account before it can be used.

Please create a support ticket from your production account / organization, and we will proceed from there.

Encoding Calculation Methodology says

Prewarmed encoder pools are billed per minute, multiplied by the number of instances in a pool. The per-minute price is $0.0206 per minute.

This is little unclear to me. Is additional cost charged against “started” pool or charged regardless of pool status?

The per-minute price is charged for any active (started) pool instance.
