Credit Card on file, API Access deactivated

Created a ticket 7 days ago and not getting anywhere.
Ticket # 20477

We have a credit card on file and an active account but cannot use the API.
All requests return the following

Your account has been deactivated. Please contact support! developerMessage: Your account has been deactivated. Please contact support! errorCode: 8007
