How to create a Thumbnail Seeking File and vtt (SubTitle and caption File)

How to use the bitmovin service to build the thumbnail-seeking file and vtt (Close Caption) Files.
According to the documentation, it appears that BitMovie Player allows thumbnail previews and subtitles, just as YouTube, however, I can find no docs or guides that suggest that these files can be created instantly through encoding.

Our encoder supports sprites thumbnails. There is an API for that
