I’m using Netflix’s VMAF tool to assess the quality of my outputs using the default HD model.
If I get VMAF of 70 for a 576p output and the same score for a 1080p output of the same source file, does it mean they’re considered to have the same visual quality?

Yes. If you get the same score using the same model, it means both outputs have the same perceptual quality. In this case, based on the HD model’s definition, your 1080p output looks the same as your 576p output when seen from a 1080p screen at a distance of 3 times the screen’s height.
